Impatient and improper driving procedures

Travelling from SW into south wales via M49. Driver pulled into central reservation of dual carriage way taken up both lanes, one being a merging lane to join the other. Caused congestion back upto the Amazon warehouse and beyond. Driver was very rude beeping and with hand gestures, older fella. Understand everyone is trying to get home on a Friday but this was ridiculous then all through Newport 50s travelled in slow lane and cut in right by tunnels.
